(Springfield, IL)  The state has the first of many budget problems thanks to a glitch in a budget bill.  Illinois Capital Development Board Spokesman David Blanchette says that some 40 construction projects are on hold unintentionally.  These plans lost funding at the start of the new fiscal year, because of two sentences in a spending measure that called for the denial of funding of any state project after August of last year, unless approved by the Governor Blagojevich.
